Rapidly escalating health care costs are crushing family, business, and government budgets. Employer-sponsored health insurance premiums have doubled in the last 9 years, a rate 3 times faster than cumulative wage increases. This forces families to sit around the kitchen table to make impossible choices between paying rent or paying health premiums. Given all that we spend on health care, American families should not be presented with that choice. The United States spent approximately $2.2 trillion on health care in 2007, or $7,421 per person – nearly twice the average of other developed nations. Americans spend more on health care than on housing or food. If rapid health cost growth persists, the Congressional Budget Office estimates that by 2025, one out of every four dollars in our national economy will be tied up in the health system. This growing burden will limit other investments and priorities that are needed to grow our economy. Rising health care costs also affect our economic competitiveness in the global economy, as American companies compete against companies in other countries that have dramatically lower health care costs.</p>

</em>Several months ago, news of unemployment among Filipino nurses remained afloat with the number reaching up to about 400,000. Statistics from the Department of Labor and Employment (DoLE), particularly on its “Market Trend” analysis, revealed that while unemployment and underemployment is a fact in Philippine Nursing, there is inaccuracy in these reports. The DOLE and the Board of Nursing (BON) acted with dispatch to review available data which revealed that from 1952 to 2008 the country has registered or licensed 480,992 Filipino nurses out of 523,272 who actually passed the Philippine Nurse Licensure Examinations.</p>
<p>According to DOLE data the total number of Filipino nurses employed between October 2001 &amp; 2007 was 58,000 (fifty eight which represented 3.86% of the total employed professional workers (1.5 million) reflected in the National Statistics Office, Labor Force Survey   as source of data. However, it is important  to consider that there  is actually a market slowdown starting</p>
<p>2006, when the demand for Filipino nurses started to plateau as a result of the retrogression in the US market and a change of nursing employment policy in the UK.  The previous high demand for Filipino nurse has kept our nursing pool in the country relatively large.  Despite the number of nurses reportedly deployed/employed there still is a slow-down in the hiring of newly passed nurses.  While this is a fact, the actual unemployment and underemployment figures would only range to about 80,000 and the developments in the international job markets remain to be bright and still promising.</p>
<p><span id="more-68"></span></p>
<p>Other data on nursing in the Philippines that are worthy to note are:</p>
<ol>
<li>From 27,833 nursing enrolees recorded in academic year 2000-2001, there was a record high of 453,896 enrolees in academic year 2006-2007 or an annual average growth rate of 62%. (Source of data: CHED)</li>
<li>The number of nursing graduates showed an increasing trend for the period 2000– 2005, with 140.5% increase in the number of graduates in SY 2004 &#8211; 2005 (Source of data: CHED)</li>
<li>From 2001-2008, the number of board examinees was on the rise. The passing rate exhibited a declining trend from a high of 55.8% in 1998 to a low of 45.2% in 2006 or an annual average of 49.5%. In June 2008, the passing rate (43.1%) was lower than the average registered for the period 1998-2007. In addition, 1 out of every 5 colleges of nursing registers a “zero” passing mark, which is indicative of the questionable quality of education and/or decreasing quality of students admitted for the nursing profession. <li>From 1998 to June 2008, 224,961 did not pass the Philippines Nurse Licensure Examination. This figure is 32% higher than the 169,766 combined local and foreign demand for nurses.  What could  be done with this human resources in the country?</li>
<li>The migration of “experienced” nurses who are highly skilled (5-15 years) and specialists in their fields of expertise actually creates a vacuum in the local health care delivery system.  Most nurses locally employed are new graduates who lack experience and skills which pose serious implications on the quality of health care provided our own countrymen. </ol>
<p>As the results of the November 2008 Nurse Licensure Examination was released where 39,455 out of 88,649 passed, the challenge now is to put in place real ‘honest to goodness’ measures that will address long standing problems/concerns; measures that are proactive and meant to provide medium and long-term solutions and not temporary band-aid remedies.  It is to be emphasized that the data listed above impacts not only the economic life of the nurses but the health and well-being of the country as well.</p>
<p>A vigilant watch on the current global economic conditions and the responses of host economies will help prepare us as Filipino OFW nurses get affected by the global economic crises. <em>Now is the time for all Filipino nurses to close ranks and consider  contingency measures for the collective good of the nursing sector to cushion the effects of the said global economic crisis which will definitely impact  the Filipino nurses, their families, and the country as a whole. </em><br />

<p>seeking temporary or permanent occupational visas as well as those who are seeking Trade NAFTA (TN) status, to first obtain a CGFNS/ICHP <em>VisaScreen</em><sup style="font-size: 60%;"><span style="font-size: xx-small;">®</span></sup> Certificate as part of the visa process. <em>VisaScreen</em><sup style="font-size: 60%;"><span style="font-size: xx-small;">®</span></sup> is administered by the International Commission on Healthcare Professions (ICHP) a division of CGFNS International.</p>

<div><span style="font-size: x-small;">Certification Program</span></div>

<div>The CGFNS Certification Program is designed specifically for first-level, general (registered) nurses educated outside the United States who are eligible to practice as registered nurses in the United States. The program is comprised of three parts:</div>

<div>1. The program is comprised of three partsa credentials review, which includes an evaluation of secondary and nursing education, registration and licensure;</div>
<p>2. <a href="http://nursesnotes.org/sections/programs/cp/cp-qe.shtml" target="_blank">the CGFNS Qualifying Exam<sup style="font-size: 60%;"><span style="font-size: xx-small;">SM</span></sup></a> a test of nursing knowledge offered three to four times a year in over 50 test sites worldwide, also satisfies one of the immigration requirements for securing an occupational visa to work in the United States; and</p>
<p>3. <a href="http://nursesnotes.org/sections/programs/cp/cp-english.shtml" target="_blank">an English language proficiency examination</a>.</p></blockquote>
<p>The CGFNS Certification Program Certificate is required of internationally educated registered nurses by a majority of U.S. states in order to take the NCLEX-RN<sup style="font-size: 60%;"><span style="font-size: xx-small;">®</span></sup> licensure examination.</p>
<p>CGFNS Certification Program Certificate holders consistently have a higher rate of success on the NCLEX-RN<sup style="font-size: 60%;"><span style="font-size: xx-small;">®</span></sup> examination than internationally educated nurses who do not hold the Certificate.</p>

<div><span style="font-size: x-small;">Credentials Evaluation Service</span></div>
</h3>
<p>The CGFNS International Credentials Evaluation Service (CES) analyzes the credentials of multiple types and levels of health care professionals who are educated outside of the United States and who wish to pursue licensure or academic admission in the United States.</p>
<p>The CES report is advisory in nature and does not make specific placement recommendations. The process generally takes from 6 to 8 weeks after receipt of all required documentation and fees. Processing times may vary during periods of high volume.</p>
<p>The resulting CES report serves as a valuable tool for regulatory/licensing agencies, specialty certification authorities, academic institutions, immigration attorneys, prospective employers and others. It also helps qualified applicants demonstrate the merits of their credentials with regard to U.S. standards, facilitating their pursuit of educational or career opportunities in the United States. <strong>We suggest you contact the organization (the recipient) that asked to receive your CES Report and find out which type of report they require.</strong></p>

<p>The New York State Education Department requires that internationally educated:</p>

<p>obtain independent verification of the authenticity of their credentials from a State Education Department approved Credential Verification service.</p>
<p>The CGFNS Credential Verification Service for New York State independently collects and verifies the authenticity of an applicant’s educational and licensure/registration credentials. Once verified, the credentials are forwarded to the New York State Education Department to be evaluated as part of the applicant’s licensure application.</p>
<p>There is a separate, additional application for <strong><em>licensure</em></strong> in New York State, the <em>Application for Licensure and First Registration</em>. In order to be licensed in New York State, you must complete that application and send it to NYSED, not to CGFNS. It is available at <a href="http://www.op.nysed.gov/pt.htm" target="_blank">http://www.op.nysed.gov/pt.htm</a>.</p>

<div><span style="font-size: x-small;">International Consultants of Delaware</span></div>
</h3>
<p>In 2000, CGFNS acquired International Consultants of Delaware (ICD). ICD is recognized globally as an expert in the field of international education. Established in 1977, ICD is a credentialing agency that evaluates international educational documents and provides their U.S. equivalents. These equivalents assist individuals who are in pursuit of continuing their education, employment, obtaining immigration visas and seeking professional licensure.</p>
<p>As a charter member of the National Association of Credential Evaluation Services (NACES), ICD utilizes the most up-to-date data available from sources such as the American Association of Collegiate Registrars and Admissions Officers (AACRAO), Association of International Educators (NAFSA), Institute of International Education(IIE), and the American-Mideast Educational and Training Services (AMIDEAST). These data resources are continually monitored and updated by current overseas and U.S. educators, American embassies, and referenced in ICD’s own country databanks. A provider of world-class educational evaluation services for more than 20 years, ICD is aware of the importance of its reports to the future and professional careers of its clients.</p>

<p>ICD’s various credentials evaluation services benefit candidates applying for employment, admission to college or university academic programs, professional licensure in the United States, or to support an immigration application to the United States. ICD conducts credentials evaluations for numerous fields including but not limited to: accounting, business administration, business management, computer programming, computer science, engineering, doctor of medicine, medical technology, medicine, nursing, pharmacy, physical therapy, pure and applied sciences, respiratory therapy, speech and hearing science, and teacher certification.</p>

<div><strong>- HHRDC-CGFNS-ISPN (International Standard for Professional Nurses)in the People’s Republic of China</strong></div>
<p>The HHRDC-CGFNS-ISPN program has been developed through a joint effort between The HHRDC in the People’s Republic of China and CGFNS International in the United States. It includes administration of the CGFNS Qualifying Exam for first-level, general nurses in China as a way to strengthen nursing education and practice in China.</p>
<p>The program consists of two components: an initial status verification of first-level, general nurses followed by an examination to assess nursing knowledge.</p>

<div><strong>- CGFNS AGNK (Assessment of General Nursing Knowledge) Pilot program in India</strong></div>
<p>The CGFNS Assessment of General Nursing Knowledge (AGNK) is a test that predicts the ability of an applicant to be successful in providing in-country nursing care.</p>
<p>This pilot program was introduced in India and focuses on enhancing the employability of nurses within India and in other countries outside the United States. The test does not substitute for the State Nursing Council Examination required for licensure in India, nor is it used for immigration purposes.</p>
<p>Although developed for local use, it also provides additional value as an international standard of assessment. The AGNK can be designed to the specific dimensions of the end-user, and thus can be used in a variety of professional, clinical and educational arenas.</p>
<p>This test is developed and builds on CGFNS International’s 30 years of experience in predicting success on the NCLEX-RN<sup style="font-size: 60%;"><span style="font-size: xx-small;">®</span></sup>. The CGFNS AGNK measures a nurse’s basic knowledge. It establishes a minimum standard for a first-level, general nurse to practice locally or in other countries and provides decision makers across the globe with information to make important decisions about nursing candidates.</p></blockquote>
<div><span style="font-size: medium;">3.</span> Register to Pearson Vue who delivers the NCLEX examination for the the National Council of State Boards of Nursing (NCSBN). Fee is 200 USD for registration (Fee subject to change without prior notice)</div>
